A bailiff is an individual representing a creditor (someone you owe money to). They are authorized to collect a debt on their behalf:

Bailiffs are used to collect a variety of debts – i.e.: County Court judgments, overdue Council tax, court fines, unpaid rent and maintenance to the Child Support Agency. Although Bailiffs have different roles and powers they all have to adhere to the rules when attempting to collect debts.

Any individual can take on the role of a Bailiff providing they have the legal authority from the creditor to recover the debt.  The majority of reputable firms generally use only certified Bailiffs.
